About this item
This auction presents a rare opportunity to acquire an active Illinois Cannabis Transporter Organization License issued by the Illinois Department of Agriculture (IDOA) under the Cannabis Regulation and Tax Act (CRTA). With new license applications currently under moratorium until January 2027, this represents one of the only pathways to enter the Illinois cannabis transportation market.
License Overview
Illinois Cannabis Transporter licenses authorize the holder to transport cannabis and cannabis-infused products between all licensed cannabis business establishments in the state, including cultivation centers, craft growers, infuser organizations, dispensaries, and testing facilities. This is a standalone license that can be held independently or in conjunction with other cannabis business licenses.
Market Protection Through 2027
Under PA 103-578 (Senate Bill 1559), signed by Governor Pritzker in December 2023, Illinois imposed a moratorium on new transporter license applications from January 1, 2023 through January 1, 2027. This legislation was specifically designed to allow existing smaller independent transporters to secure contracts and grow their businesses without competition from new market entrants. License and renewal fees for existing transporters are waived through this period.
Strategic Market Position
As of January 2023, Illinois had approximately 222 licensed cannabis transporters serving a market that includes 21 adult-use cultivation centers, 88 craft growers, 54 infusers, and a growing network of dispensaries. Cannabis facilities in Illinois cannot legally move product without either possessing a transporter license or contracting with a licensed transporter organization. This makes transporter licenses essential infrastructure for the entire Illinois cannabis supply chain.
Operational Scope
Licensed transporters may transport cannabis and cannabis-infused products to cultivation centers, craft growers, infuser organizations, dispensing organizations, and testing facilities. Transporters may also establish physical transfer sites for consolidated logistics operations, subject to IDOA approval. Transport operations must comply with security plans, vehicle specifications, GPS tracking requirements, and seed-to-sale tracking through the state's Metrc system.
Regulatory Framework
The license is regulated by the Illinois Department of Agriculture under 8 IAC Part 1300 and the Cannabis Regulation and Tax Act (410 ILCS 705). All principal officers and agents must pass background checks and obtain Transporting Agent Identification Cards. Vehicles must be registered with IDOA and meet specific security requirements including enclosed, locked storage compartments with no external markings indicating contents.
