Market Protection Through 2027

Operational Scope
Licensed transporters may transport cannabis and cannabis-infused products to cultivation centers, craft growers, infuser organizations, dispensing organizations, and testing facilities. Transporters may also establish physical transfer sites for consolidated logistics operations, subject to IDOA approval. Transport operations must comply with security plans, vehicle specifications, GPS tracking requirements, and seed-to-sale tracking through the state's Metrc system.
Regulatory Framework
The license is regulated by the Illinois Department of Agriculture under 8 IAC Part 1300 and the Cannabis Regulation and Tax Act (410 ILCS 705). All principal officers and agents must pass background checks and obtain Transporting Agent Identification Cards. Vehicles must be registered with IDOA and meet specific security requirements including enclosed, locked storage compartments with no external markings indicating contents.
Transfer Process
License transfers require IDOA approval prior to finalizing any sale. Illinois regulations allow for the sale of entire business entities, which streamlines the transfer process compared to adding new owners to existing licenses. If the license was originally awarded to a Qualified Social Equity Applicant, transfers within five years to non-social equity buyers require repayment of waived fees, outstanding loans, and grants to the Cannabis Business Development Fund.

New applicants historically paid a $5,000 application fee ($2,500 for social equity applicants) and a $10,000 license fee ($5,000 for social equity) upon approval. Annual renewal fees are $10,000. With the current moratorium, these pathways are closed until 2027 at the earliest.
